it wasn't cheating - there was no possible advantage to be gained by changing to a second set of the same tyre after the install lap. they just fell foul of the FIA random rule book, as Honda and SA did too...as for ferrari and tyres, are you forgetting fuji?

And you belive that!!And the FIA realised that the existing system was inadequate and changed it after this incident.
The problem with the FIA is that they seem to be in Bernies pocket re LH.
At least five times he has escaped from punishment.
1) Brake testing the pack repeatedly under the safety car in Japan.
2) Illegally scrubbing in an extra set of wets for this race weekend.
3) No driver's penalty for Stepneygate.
4) Creating the Q3 incident in Hungary.
5) Assistance to re enter the race in Germany.

I think it was more a case of there being no way they could ascertain when Ferrari got the email: i.e. no evidence, in exactly the same way as there was no evidence to show that McLI knew of, or took advantage of, the info that Stepney provided to Coughlan, PDLR and FA. Or rather, of course, almost the same as the FIA chose not to believe one group and to believe the other.I would point out that my Aunty knew what tyres Ferrari should have had on their car some time before the race started but had no idea what was in the Stepneygate dossier up until the FIA published its full report. And she's in a home for the terminally wierd.
See as stated in my first post if it was Ferrari you would all be asking for heads to roll, it is very easy to prove if an email has left and at what time. Each email gets a time stamp from the server from which it was sent and recived so if there was any chance Ferrari got it it could have been proved and then they could have been proved cheating.
