A 200sx seems to be the standard at affordable levels. There is room for develpoment as you learn and become competative.

It depends what class you want to start in.

A reasonably tuneable rwd car is the starting point.

A rwd Toyota Corolla (AE86 engine) is popular for the little class.

A BMW 3 series

getting bigger puts you into the Nissan 200SX region, Skylines, and imported Toyota Soarer.

If you can find one, I bet a 2.8 Capri would be a good basis!
