No and no.

In his first 'contact moment' he was shunted from behind which damaged his diffuser. Then he went into webber(?) Which damaged his endplate.
The endplate keeps the air on the aerofoil section it directs the air around the tyres as much as possible to reduce the drag of the wheels. It very much is for the front wing as much as for the wake behind. The fact that Barry could still drive as fast as he did was probably more due to the fact that he damaged the front and the back of the car. He could adjust the balance of the car with the new for this year adjustable front wings. Even with a new nosecone he could adjust the balance a bit to make it driveable.
