Todt hasn't said who will be the commissioner yet, nice wind up post though. 
That position wont have any clout in terms of making decisions, it's just a reporting/co-ordinating role to take the hands on requirement away from the president.
Sounds like a good bit of re-organising is going on, which looks very positive if they choose the correct people. Having mainly a perminant steward group with no perminant chairman, aka Donelly, is also a step in the right direction.
I was very much an Ari supporter, but if Todt can work through this in the way he is showing so far and does indeed choose non-controversial/political people for the roles we may get to see a more balanced approach under his regime. I'm hoping so.
