I think it means that Stefan Gp can take one of these places if the FIA dont think they will be ready at all (USF1)

But... they can still miss three races and then join in there is nobody to replace them.

...that's a good point.

Probably the only way you'd see more fans than F1 personel there.

Me thinks that MADMAX is hiding in the cupboard (probably in some kinky way) and reminding the old guard about the rules every time the munchkin opens his mouth.

I was quite hopeful that Todt's reign would bring a fresh approach... it appears not.

The FIA would dock £xxxxx from their end of year payment, add a penalty fr bringing the sport into disrepute and the teams would have lost more than they gained.
