Double Diffusers

Why were they not banned this year?

They're banned next year. I think they decided on that after this years cars designs had been started, so had to let it go for this year and bring it in for next year.

ban wings instead, the reason the diffusers make it hard to follow is becuase the cars are so reliant on downforce generated by their upper bodywork surfaces. make the majority of the downforce come from the underbody (like GP2) and this problem would go away.

Not in F1 cars. Ground effect downforce is very limited in F1 cars. Contrast this to the cars used for Champ Car World Series (now defunct) and IndyCars, which produce majority of downforce by ground effect.
