In order to clarify the overtaking rules at the end of an F1 GP when a safety car pits on the last lap, new rules are to be introduced.

My suggestion would be to run a full lap with no overtaking after the safety car pits to allow the drivers to get their tyres and brakes back up to temperature before allowing overtaking after the start finish line.

It doesn't say they're going to change the safety car rules.

It says they're going to clarify them. It sounds very much like the precedent/interpretation that was set by the MS penalty will remain but the rule will be rewritten to remove any ambiguity.

Couldn't they introduce a "last lap must be green" rule and just add a lap to race distance if the safety car is deployed within x laps of the scheduled distance, or would that mess with fuel consumption too much? In the case of Monaco, they could have said "right, safety car is in this lap, race distance is now +1 lap", leaving everyone free to race from the safety car line for an extra lap. Similar to the new rule in NASCAR I believe?

reading that sounds like Charlie is refusing to say he got it wrong...

no need to change the rules, just DO NOT withdraw the SC boards and show green flaggs when applying 40.13, jobs a carrot.

It feels like they just don't want the negative spectacle of a car crossing in front of the chequered flag but with a Merc with flashing lights in front of it, but I can see how there will still be a situation where a full course yellow will still be needed on the final racing lap.

Anyway the interpretation is now pretty clear after Monaco but a rewrite of the rules would put it beyond doubt.

They are admitting to a "lack of clarity ". This makes the Schumacher penalty way too harsh.
Far fairer just to have had him finished in 7th place.
Anyway , nice to see him in front of Rosberg on Sunday, despite EJ's predictable waffle after qualifying.

On the contrary. If the FIA admit that the Mercedes interpretation was valid then surely he goes back to 6th. Love the way the FIA announce this after the deadline for an appeal has passed.

Even though Mercedes had said they would not appeal, a statement like this could have changed that decision.

As Scuffer's says it's straightforward and they have all the regs they need, they just need to be used correctly.

Message on timing screen that the race will finish under safety car but that the safety car will enter the pit lane at the end of the last lap...this gives the finish the cameras want (no safety car) and ensures that 40.13 (is that the right number?) applies.

What they need not to do is follow the usual procedure for restarting under a safety car ie. safety car lights off, green flags/lights as that looks like a restart in which case they can overtake after the first safety car line.

Agree entirely, SC in, lights/flags stay yellow.

Lights went green which introduced ambiguity, penalty way too harsh.

They could - but could you imagine the teams complaining about running out of petrol if the race was extended five laps to clear an incident?

I like that NASCAR tries very hard to end their races under green, can make for some superb final laps.

only downer I can see is going beyond 2 hours (for TV slot's etc)

if they are behind the SC, then fuel should not come into it.

It would make for a better ending, and I would like to see it.

Running Race Distance plus 1 of course relies on the track being clear to run the one "win it or bin it" lap.

I think the set up they have works well...they just got it wrong in practice.

mostly because on come ccts, the start line is at the end of the straight, so if your behind a back-marker, you cannot overtake till you get there, allowing the leader to bugger off.

Also worth pointing out that the start line is often not the same as the finish line.
