When do 'yellow flags' start

I've always thought that the no overtaking rule under yellow flags started when you were alongside the first marshell post showing the flag. (and ended at the first marshel not showing the flag), But yesterday in the Moto 2 (and viewed from the TV, so may have not seen all the flags) I thought the overtake manover was finished befor he reached the yellow flag, but still he was penalised.
So as the title when does the no overtaking riule start?

The protected section starts AT the first marshal's post displaying the yellow flag. It ends AT the first marshal's post displaying the green flag (i.e. not when you can see it from a distance, but when you reach it).

Thats what I thought, So yesterday in the Moto 2 there must have been an earlier post showing a flag. The TV showed a picture from just in front of the marshel post and toward the incedent, and looking up the track, and said there was obviously a penelty as the flag clearly was shown, but the overtake was complet before the flag 'shown' in the tv picture.

if by moto 2 you mean bikes - then there are some different flag rules, depending on the series.

in the same way there are slight differences between FIA and MSA meetings

If you're talking about the second lap overtaking then the TV commentator called it as it happened which would indicate that there was an earlier flag than the one you saw. Also take into account that the camera distorts distances.

I thought you could overtake when you're past the incident? I seem to recall JC and Patrick Kielty having an argument about it following a charity race.

Nope, the green flag shows the end of a danger zone (you would have to assume the there is danger if you haven't seen a green or yellow) so if you overtake under that you get a right old telling off from the Clerk of the Course. It's only different as far as I know under SC rules where the green flags may be shown at the tail end of a lap (when the leaders crossed the start/finish line and tailenders haven't) but you can only overtake after that line even if greens are being waved.

Only when there is a green flag, this was the issue with JC.
