You are going to have to be way, way more specific than that - to start with the discipline and if you are talking about General Regulations (the blue book for MSA sanctioned events), event Supplementary Regulations or Championship Supplementary Regulations.

There's a four cylinder limit in road rallying, I don't know of one anywhere else.

The category definitions for roadgoing and modified in sprints and hills are laid down in the blue book, event organisers have no control over these.

If you would like to be specific about things I might be able to give some insight, or point you to someone that can.

Doesn’t matter how you word the reg’s somewhere along the line (even at the lowest level of Club motorsport) someone will push them to the limit and spoil it for everyone. Hence the need to try and supply " cover all" legislation.

I'll say - regulations can be changed. Those in the blue book are written by a committee (for sprints&hills it's the sprint and hillclimb sub-committee of speed events committee, which has competitors, organisers and championship co-ordinators on it). They are responsive to suggestions if the regulations as written are not working, although changes have to be ratified by Motor Sports Council. I lobby one of the members of said committees frequently enough about this stuff - it might have been me going on about finding list 1a/1b tyres in 155R12 to fit my Hillman Imp that had some effect on the introduction of the pre-1976 exemption from that requirement in roadgoing hehe

So, can you give specific examples of problems created for either / both of the sections of text I quoted? I'm quite happy to argue the toss or point you in an appropriate direction if required.
