M25 - Appalling new surface

Had the 'pleasure' of driving around the M25 very early this morning between the Dartford tunnel and the M11 in the Tamora. The newly surfaced section after the current roadworks to the M11 really struck me as having been badly laid.
It is far from smooth and undulates terribly, just incredible given how long the roadworks were in place, has anybody else noticed this or am I being overly critical?
