Anyone know the legalities on this?

I am by no means an expert on the subject but I can share my understanding of the rules .If the car is UK registered then UK rules apply . You should use beam deflectors on headlights for a start .
Hid is only legal with the correct projector lenses , meaning standard halogen lenses cannot legally be converted and in any case all the info I have read on the subject suggests the beam pattern is a mess and will glare in the eyes of other road users .
All HID headlights should have a leveling device . Some vehicles have auto leveling otherwise the manual turn wheel on the dashboard which adjusts vertical aim will be legal .
As from January 2012 the MOT test will require all vehicles fitted with HID headlamps to have headlamp washers functioning ( a real desperate measure could be a sqeezy bottle attached to a hose ).

Probably as illegal and inconsiderate of other road users as it is in the U.K.
