another option is for every major city to lay down a 1/4 mile stretch of tarmac out into wastelands with traffic lights at the start... out of the way, providing somewhere for the boyracers to go and not cause anyone any harm... except themselves smile

I'm sure they could use something on the moors that has a bit of a military firing range to it - would make it more exciting too.

Alternatively, I know a good few Welsh roads that are almost empty whenever I go for a hoon - could make a 25 mile loop out of them. Then there's always the IOM TT course.

Just build a couple of wooden bridges or dig a couple of tunnels - they'll be fine. It's not like they're not used to being cut off from the rest of the world for most of the day.

Anyway, they can always use the road themselves.

Yes, and also opened to the public more often, and proper barriers added. (It's basically a driver training facility used by the MOD, but they opened it for a public trackday in aid of Help for Hero's a few years ago. I drove it and it really is like a mini-Nurburgring. It's got a good mix of corner types and elevation changes. We had about 5-6 of 120 cars written off the day I was there though, so not sure if it will happen again.)
