Its definitely Snowdonia, B4391 Ffestiniog-Bala and several others.
There's a wonderful view of Y Lliwedd twin peak which is actually part of the Snowdon Massif itself at 1' 22" in.

There are hints of other parts.
Maybe even some shots including the Triangle.
Also, possibly the A4212 Bala - Llyn Trawsfynydd (Snowdonia again)
Fantastic area if you avoid the caravans and such like

Filmed all over Snowdonia, and put together not in sequence - so the film jumps-about geographically.

Flying TV did the aerial shots and confirm it was Snowdonia, although the Clarkson bits were filmed in the Cotswolds and edited in. They do quite a bit of stuff for Top Gear, see link below for gallery.
