Dual the A17 petition

Ever been stuck behind lorries and tractors from Heckington to Holbeach?.
I noticed this today, a petition to dual the road.

I'm sure there are other candidates too, but this road is a total drudge.

Don't think so. As much as I hate driving on that road, it's what stops Norfolk from being turned into a commuter belt. I think a much better solution would be to raise the speed limit to 55/60mph for all vehicles with a minimum speed of 45mph (certain categories excepted). I noticed this today, a petition to dual the road.

The issue when you do this is the effect it will have on the A47 and the A141. Both are single carriageway and full of tractors and lorries. Its an absolute nightmare at almost all times. With increased lorry traffic the road will go from being awful (both for travelling and the surface condition) to unuseable. No to mention its difficult enough to response drive on it already. Id make daily travelling and my work harder.
What's wrong with widening a congested road? I have driven the A17 regularly during my stint near Spalding. Escaping to the north Norfolk coast was a nightmare, made bearable by the scenery when we got there.
How will improved access turn north Norfolk into a commuter belt? For which towns exactly? Do the inhabitants of Norfolk want to keep as many people out as possible?
The only downside I see is for the huge amount of farm & local traffic that would have greater difficulty in getting onto the road should speeds increase.
