Temporary traffic lights - Confusion...

Hi,
This is actually rather dull but it's been bothering me.
Basically, on Junction 18 of the M25 they've introduced temporary traffic lights. When turning off the slip road you come to a junction, left takes you to Rickmansworth, right to Chorleywood, these are usually controlled by timed lights whether you're going left or right. When the lights are out they put temporary signals for turning right and left, but in this situation they've just put one set of lights on the traffic island, (to your right if you're turning left towards Rickmansworth).
Anyway I drive on this junction most days and to the best of my knowledge that temporary light still applies, as there are no signs to say otherwise. Today I had someone behind gesticulating and beeping at me for not driving over the stop marker, but I've no idea really if that light is applying to my lane or just the right hand lane for turning right!
Make sense? Might be I was waiting like a muppet when I could have just gone... or I was just being law abiding.
