Google Streetview - Why Isn't Germany or Austria Covered?

Just doing some research ahead of the upcoming Euro-trip and went to use Google streetview (can you tell i'm getting excited?) only to find that It doesn't work within Germany (main cities excepted) Austria or Slovenia but other countries e.g. Belgium, France and Croatia are.

Why would this be?
