I remember a few years ago sitting behind a white van at some roadworks down near Chichester somewhere. The queue on each side of the lights went for half a mile in each direction. The lights had been set up like the ones in that photo, ie, so close to the kerbs on a wide bit of road that there was no need for them at all. Two blokes got out of the van and proceeded to chuck the lights into the hedges on each side of the road, got back in and drove off.End of traffic jam.
No, its the other way around the Highways Dept (Highway Authority) have powers to fine 3rd party contractors. Not sure about this situation, it does seem daft, but it's normally the HA that decide whether lights are req'd and force the 3rd party to provide temporary lights at their own expense.
