New M3 Services?

A landowner has applied for planning permission to build a motorway services area between J6 and J7 of the M3.

It's close to where Kempshott services were planned years ago but wasn't needed as Fleet and (later) Winchester services are quite close.
Local feeling is that this is some kind of dodge to create access to the adjacent anaerobic digester as currently there are restrictions on lorry access to the site. Surely they wouldn't allow commercial vehicles to use a motorway service area to access an adjacent site?
NB the plans show access is only from the M3 southbound - no access northbound so no use to anyone coming off the A303.

And now there's another application to build services *directly off junction 6, about a mile or so from the earlier one.
Only a cad would suggest that the fire that closed Fleet Services hasn't hurt these applications ...
