Thinned lanes

Does anyone know why in the interest of safety roads must by hatched out so that it bring cars and pedestrians even cloeser together, some road now have just enough lanes to drive but parked cars means you never get in it and are always having to drive in the hatchd areas, youknow that slippery white paint that bikers hate.

It's to make the road look thinner so people don't drive as fast.
