Anyone who has been to Malta knows the roads are amongst the worst anywhere in western Europe and the drivers are MAD! The white line is for guiding the vehicle, you meet someone and then decide where you're going... Potholes filled in sooo many times that roads are like tank training grounds, and NO there are NO dualcarrieagways in malta that I know of....unless something has been built within ht elast 3 months... there's no room for them!!!

They really have build a new road from the capital to the north (Rabat) which is a big dual carriage way...(they had small ones before) with all the commodities of modern life i.e. Cycling track, traffic lights and hehe SPEED CAMERAS
The Maltese are apparently so scared by the new smooth surface (no more cloncking), that they still slow down once they are on this road...
