Shiny Side Up Road signs - anywhere else??

Past 2 weeks have seen several of these signs erected along my local twisty roads, along with large chevrons & markers. Not the plastic `tie on` type but just like all other permanent road signs.
Several deaths over the past few years here - have any other areas had them installed, and do they make any difference?
