They've simply moved the first camera from the first layby out of Macc about half a mile further back and positioned another halfway between the Wildboar turnoff and the pub.
Which means it's possible to 'enjoy' the road from the bottom all the way to the first righthand turn beyond the layby,take that,next left back on the road bypassing
the first camera and then all the way to the pub at legal speeds,obviously.When you get to the pub you will have passed only one camera and, as they are specs
and you need to pass two to be have your speed 'read',you will be fine.
I was up there last night and can confirm that a number of other bikers (only a handful - ha!) have sussed this.It was blissfully quiet.
Remember to watch for sheep..I had a sphincter tightening moment last year up there.
So providing you don't speed beyond the pub towards Buxton it doesn't matter whether the cameras are active/duff/whatever.

I have been told by numerous people, and the council have all but admitted it, that the cameras have never been fully operational. Of course, their mere presence calms some folk down so its no bad thing in some ways. Its fully possible to enjoy the road without getting near the limits they are alledgedly set at anyway. I go up there regularly as I'm local, and I've yet to get a ticket through the post 
This is for the Cheshire side of course, I wouldn't dare presume what Derbyshire CC will do, money grabbing so-and-so's that they are. I went over to Matlock yesterday and lost count of the scamera vans I spotted. And a 50 mph limit on the A515, are they having a laff?!

You're right,there is not really any need to speed and you would struggle to get round a lot of the bends at more than 40mph.Of course most of the cameras are
after the pub between it and Buxton where some try to set land speed records and don't know the various bumps and camber changes that make that long 'straight'
risky when 'pressing on'.
Consensus has it the cameras are inactive,and they also have power issues - in that there isn't any up there. The camera nearest to the Cat is on the pub's
power supply and the landlord told me he's had engineers in last week saying it's possible the cameras will be taken down again.
