How do I measure wheel width ?

I'm wondering about a set of wheels I have, they are supposedly 9x18 and 11X18 s. What does the 9/11 mean, is it the overall width of the wheel or is it between the beads ? There are no markings on the wheels to help.

I think beads is the correct term. it's the distance between the lips of the inner edges.
