Can't confirm that as I've not driven a car without, but I suspect without simply means as mine without the ability to stiffen everything up when you hit the button?
I understand that PASM is not "switched off", it is either in normal mode or sport mode. In normal mode it is not like non PASM suspension, it is an active or adaptive suspension and adjusts the damping depending on the road conditions and your driving style. This gives a softer more compliant ride on poor roads or when cruising and a stiffer sportier ride when thrashing (even in normal mode) and on smoother roads. All Sport mode does is move the damping range used towards the stiffer end, and seems most suitable to race tracks. I would expect most people would leave PASM in normal most of the time and still get the benefit of the system.
I had 19" wheels on a 987 for nearly 5 years and although the ride was firm it didn't ever really annoy me (on a race track though it was too soft). I would guess that the 981 with 20" wheels and no PASM would be similar as the sidewall height is just about identical. With PASM (in normal mode) it should give both a softer ride and a firmer one, whichever is needed at the time.
I would say that active suspension is an increasingly popular and effective technology on modern cars and seems a sensible choice for the money, especially if you want the big low profile wheels/tyres.
Cheers,
Geoff

Geoff, great summary.
My 997.2 with PASM is very comfy on 19" wheels but firms up when pressing on. Pressing the sport button really firms it up again.
