Ultimately you're correct, but in Germany on the de-restricted bits everyone is aware of the rules, over here Mr Smith sticking rigidly to 70, probably in the middle lane, is not expecting anything flying up at him at twice the posted limit.
Sadly, limits, and culpability, are set at the lowest common denominator rather than trying to raise the level of capability and personal responsibility that comes with it.

It's not the rules I have a real issue with. Apart from appropriate speed for the conditions.

Mr Smith may be sitting in the middle lane at 70 because of the stupidly low limit. He's been dumbed down, probably too comatose to move over to the empty inside lane. And anyway, the road ahead may well have been perfectly clear when the driver was doing 133. A19 is a dual carriageway, some of which has been updated and is analogous to M-ways but much is still older design with side roads, footpaths joining and/or crossing carriageway. Expect to see local traffic, ie tractors,cyclists etc, even horse drawn caravans when Appleby on in some sections.
Driver reported as being 19. Hard to see how he has accrued much road driving experience since passing his test. It's also unknown what high speed driving skills he's developed at 19 or how many hours seat time in the GT4. It's possibly not his car - how many 19yr old can afford to purchase and insure a GT4?
Was reported as averaging 133 so indicated speeds likely 150mph+ The "I did 144/whatever to catch you up" BS won't stand up but if the video shows 144mph and he's pulling away the Beak won't be impressed.

133mph AVERAGE speed is fkibg stupid on the UK public roads. Deserves all he gets. If you want to drive at those speeds do it legally and safely on a track or nip over to Germany for detested roads and max out your car to your hearts content.

Isn't the road he was driving a single carriageway? Aside from being totally illegal in the UK if your at a junction looking to pull out you'd expect say 60mph and would judge your entry accordingly yet if someone is doing an average of 133mph it's an accident waiting to happen.
Thankfully no one was hurt.
