Can PCCB be swapped to steel brakes

pads work out to be about the same cost.
plenty of after market PCCB steel replacements if you wish to swap, but why would you ?

You can swap the discs and pad out... Surface Transforms are well known for discscan the discs be swapped out for steel units or do you have to swap the callipers as well???

You don't need to change the callipers.

I am looking to do track work yes so don't want the cost of changing the discs,
so we are thinking it is possible to do

They are better than good. The reason the pad wear is so low is bacause the whole system runs so cool ... 'came in after two cooling down laps at Outon ... and the front discs pyro'd at 140 C whilst the rears were 70 C.
A colleague who was running a CR on steels with non standard pads was seeing over 200C on the front and 225C on the rear ...
I guess we would have been lapping in high '59's, so not hanging around.
