Testing limits of travel for longevity? Who knows.
I can't see a Safari-type 992 making production but it does look a little odd. Probably not the GTS, as that must be coming soon, whatever this is must be a couple of years away based on the 718 GT4 pics of similar suspension testing.

The foam wheel-arch liners are generally for validation of the tyre envelopes to enable better correlation going forward. Unless developing a facelift programme (with no suspension changes) real-world data is seldom available at the point which production body tooling has to be kicked off, and virtual envelopes have to be relied upon which invariably carry some fat due to tuning ranges.

Ludwigsburg is a small town within Stuttgart and as the crow flies closer to Zuffenhausen ( you know, where the factory actually is) than the main city centre of Stuttgart. Automotive businesses in Ludwigsburg include Magna (ex Getrag - transmission systems) and Beru (makes ignition parts apparently).

I'm not saying its not an independent business. But your analogy is similar to saying an Aston Martin spotted tested in Stratford on Avon May not be from Gaydon some 10 miles down the road.
Secretly I'm hoping its a trick suspension testing for a 959 iteration.
