Split Rim Refurb

One of my split rims has developed a white "clouding" under the lacquer on the rim part of the wheel. Can anyone recommend someone in the Manchester area who can refurbish the wheel correctly? I've been told that when you refurbish split rims new bolts should be used and that it can get pretty expensive - is this true?

I spoke with Lepsons, although they're near me in Gillingham, Kent...they reckon £95/rim for my split-rim Sport Classics. They only do 2-piece splits (which the Sport Classics are) and then only the ones using "blind" bolts, not nut & bolt....which again, they are...
They do a collection and delivery service. They also do a huge amount of wheels per annum, so can't imagine for a second they're anything but nationwide?

Give em a shout, v helpful people...my folks used them a couple of months back, v quick and efficient, and rims look fantastic again now.
