it sounds like a resprayed section - typical of most finishes from bodyshops i'm afraid

sounds like you need "paint correction"- there is a chap adveritsing in the classifieds- first 25 Phers get Paint correction and Zymol Royale for £350-thats good value and would be great on a flat black car as it removes all imperfections and hairline scratches
