Not really, although why not just re-attach it? You need the 3m double sided tape and the fasteners. Your OPC can supply both. Make sure you start fitting from the middle and work your way out or the tape will stick it, but the holes won't line up by the time you get to one end.

Nope. I lost mine two years ago and I can't tell the difference regardless of speed and road type - except a lot less hassle on ramps.
