As the title suggests, I keep my car on a charger all the time , car starts fine .
It has gone flat once when I did not use the charger for a week or so.

What voltage do you see ?

Under 11.8 volts and you have a problem starting.
If your alternator is OK, with the engine running should be between 13.8 V and 14.1 V depending on revs and what you have turned on.
Will vary whilst on charge on the accummate depending upon the state of the battery.

13.5v - 13.8V when running. 12.5v when ignition on but car not started yet. Goes as low as 9v when starting and low volt warning alarm comes on. Always starts though and voltage goes back to 13.5v as soon as its running. Is it time for a new battery for me??? or is this normal?

About 13v. 12.5v if heater is on. Drops to about 9v whilst turning over. If it drops below 8v whilst turning over I may as well give up as it won't fire.
