After some information on the attached car, target seem very limited with the correspondence's

You asked about Target in an earlier post, please do your homework on them and go in eyes wide open. Not saying every car they sell is bad, just treat it as if you're buying from someone that doesn't know or care about the cars and offers zero warranty. ie/ go over a car with a fine toothcomb before committing.
There is rarely any such thing as a cheap TVR!

I've noticed that they tend to sell TVR's with work needing doing to them hence why they were recently selling a Chim 500 for £8k! When I was looking for one to buy back in 2012 I called them not knowing anything about them but couldn't get an answer on the phone.

Tread carefully...

Absolutely not ! They are a trading company ,they try to buy the cheapest(sometimes neglected) cars and sell them on..
