Passenger footwell - 3 clicks

When half turning the ignition, the car is clicking 3 times with the sound coming from the passenger footwell. Does anyone know what this is?

The heater control stepper motor is located in the engine bay around that area and often clicks with the ignition on.

Only other thing I can think of in the footwell (other than the big fuse) is the heater ecu. But not sure if that should click!
