The ECU drives the fans via a relay (one per fan) so presumably some sort of courtesy light delay type affair could be used to stop the relay from opening immediately when the ECU switches off. You would also need to ensure the relay had a permanent live supply not ignition switched.

but assuming you wanted to (the switch rather than the advance on). It'll be via a relay. So you just add another relay (or two if you want a switch for each fan), and connect em up to the existing 12v in to fan. switch on, relay on, 12v to fan...ECU putting 12v on makes no difference. Easy job. 2 relays, some wire and a few switches.
Still don't know why you'd want to this this mind. I mean if it's for the reason mine has sometimes:
Basically I think when it is hot and the fans have went on then off and it's switched off residual heat in the engine can rewarm the coolant and causes a bit of a pressure leakage from somewhere or other.
I don't think the fans on with the engine off will help this though cause the residual heat is in the block. And with no water pump on, cooling the small amount of water in the radiator isn't going to achieve much.
Remember the system is under pressure, so hinting 100 is not bad. As the manual says... summit like >110 or something is the worry zone (dunno what pressure tuscan runs at, but say at 20psi it wouldn't boil till 133c).

Mark Adams have made one for the speed 6, that does a this, and makes sure that air gets to the back of the engine. He did say it was not cheap when he was telling me about it, but give Paul a ring and Austec and he might be able to give you a price...
