Yes, the 'quadrant' should rotate as the engine warms-up exposing the graduations.
My sensor (for the dash - located underneath & between throttles 1 & 2) gave me loads of trouble. Allegedly, a dodgy batch was supplied to TVR Parts & Racetech. It took 4 replacements before I could get a functioning one. Maybe putting a multi-meter on the sensor pins could at least show if the sensor has failed open circuit? Don't know the 'cold' resistance value....but guess that could be googled.
Guess you should also check the wiring for continuity between the plug and dashboard?

Assuming the digital water temp display is also not working, you could do a basic check on the sensor when 'cold' and expect this to be a high resistance and hopefully not open circuit.Yes, the 'quadrant' should rotate as the engine warms-up exposing the graduations.

The dash wire for the 'water temp input' is J22 pin 5 and is blue/green in colour, the other end goes via the engine harness connector at J21 pin 20 and off to the sensor, worth doing a continuity check here.
There is a 'Tuscan wiring diagram' pdf file you can search for that has been uploaded by the Tvr car club and looks pretty accurate
