Not trying to give a glib answer, but a fundamental business concept.
I guess they would have to be cheap enough to cover the fact that they may be out of warranty, and the cost of the fitting and setting up would also be a factor, as this is the same whether they are second hand or not. This would dilute the effect of a cheaper price a bit.
