Looks like decats for me

Have had my car down at Power for the last couple of months (which in its self isn’t too bad as it keeps me off the salty road) for a noisy drive bearing replacing. When he came to put the engine back in he examined my cats to find that they had started to melt (see photo).

So Dom gave me the option of replacing them for £1100 or decat & Eprom for £350....
obviously that was a bit of a no brainer so have opted for the decat.
I had planned on sleeving my standard cans once I had the car back but (finally getting to the point) will just decatting alone make the car a lot louder on standard cans and/or will then sleeving them make it unbearable to live with??
And this is probably a stupid question but can you half sleeve your cans if it is too loud fully sleeved??

If you go for the full decat how will it get through the MOT? Always had the thought that you had decat pipes in and replaced them with the cat pipes at MOT time. Can't believe how much the cats are. I had new cats in on the last engine rebuild and it was no where near that expensive.
I think the decat should be done as it stops the bloody things going back into the engine when they melt. Can't believe they make them with chocolate.
The last ones I had did around 3000 miles, including a stint at the ring. When it came back a cat had melted, again!! Can be an expensive doo.
