Diagnostic Code B

Hi All,
I have recently changed my LCD screen and upgraded headlights and sidelights to Xenons and LEDs respectively but have developed an annoying problem with the analogue speedo dial.
Basically, when accelerating the dial moves up smoothly but when decelerating/braking, the dial is slow to return and in fact fails to return to zero and instead prefers to hover at around 5mph. Over an extended drive, the failure to return to zero adds up and soon enough at idle the dial will be reading 20mph+.
If I stop the car, turn off ignition and then restart, I get a Diagnostic Code B. The analogue dial appears to zero itself but it subsequently fails to return to zero.
I have removed the dash and rebuilt it once already but the problem persists. All the connections appear to be ok.
Has anyone had similar issues? Is this something DIYable or do I need to send it off somewhere?
