Heater vent in drivers footwell

Do other Tuscans have a heater vent on the left side of the drivers footwell?
I had my car recarpetted and the carpet came unglued. When regluing it there seems to be a vent therewhich had been carpetted over. I'm not sure if it's a vent or that my heating duct isn't connected somewhere as I don't have air coming from the dash vents. Is the air being pushed down this hole rather than to the dash vents?.

I have a vent in the passanger and drivers footwell. Its mounted in the transmission tunnel.
