SO after much deliberation over the past 6 months I'm pretty sure its going to be a Tuscan.
My domestic banker wont let me splurge out quite as far as a Tuscan 2 so it'll be a 1, which is fine as TBH I prefer the front end of the 1.

And giving it to TVR Power to do an engine upgrade on and get the 100K warranty.
Trouble is, how much more would I need to do? The interior looks a little tired putting it mildly and assuming the chassis is good and there are no other extras such as clutch etc.. I assume I should look at shocks? Brakes? Clearly wheels! Any other bits'n pieces?

Good choice but then I am biased.
The S looks nice but is overpriced IMO. Obviously you're paying for the fact it's at a dealer so is likely to be a good one which has been properly inspected & comes with a warranty.
Personally, with a 20k budget, I would buy one that has had a recent rebuild from the likes of Power or Str8t Six. Alternatively I would look for one without a rebuild which is priced accordingly but has been well maintained. Get it inspected & enjoy it. If the worst does happen then you have spare funds to get a rebuild.
You have already mentioned the main things to look for. Clutches are an expensive job so it's a bonus if this has
been changed recently. They tend to
last around 20-25k miles.
Get a good geo setup & spacers for the front wheels. Look at changing the shocks if the handling still doesn't suit.
Most other things are consumables. Door seals go soft, engine mount replacements are common, as are leaking oil pressure senders. All are reasonably cheap to replace.

I bought a good one (53 plate Nov 2003, 13000 miles) back in May for the same price. Ian at Torque RVT gave it a 12000 service and engine check and he says I bought a good one, but now has a small issue (but destined to get worse) with the clutch and so he's doing this for me next week !
I was looking for 12 months for a good one within by budget of £22k. I drove a few Tuscan variants, including a Mk2, some were priced silly, even from dealers, that still needed work, like new rear screens, front end resprays etc. I preferred the MK1 front, and also the S rear - with it's different rear light layout compared to the non-S, not just a spoiler added. If the body has been armorfended too, like mine was, then what a difference - no stone chips !
I wouldn't hesitate in buying a late model with low mileage whatever is might be, providing it's been looked after and warmed up properly. If you can speak to previous owners or use service history to speak to the garages before parting with your cash though....

I have a gloss black 2001 Tuscan Mk1 which will be up for sale Thursday next week, and well within your budget. TVR Power engine rebuild,new clutch, gearbox and slave cylinder last year, Nitrons and spacers already fitted. A stunning looking car with 37k miles on the clock. Thanks for all the offers from people, I should have said "going for it in the next couple of months" Need to move back to the UK first as I'm in Germany until at least April.
But something I have gleamed is that there are quite a few of you out there with the 4.3 build already that are looking to sell, so when I am sat here ready, with the cash is my hand, I'll check back with those that have offered to see if they still have the cars. If I still come up blank after that I'll ask on here again.
