Just bought some off e-bay for my Tuscan. Do they literally just fit over the hub next to the wheel or is fitment more complex?

Take wheel off, slide spacer over studs, replace wheel.

(make sure the mating surfaces are clean)

There should be a note with them, makes sure you have enough thread on the wheel nuts. Besides that as bllueg33 said.

When they are fitted are there any adjustments required?

No. Just re torque the wheel nuts after a 100 miles or so as you would do whenever you take off a wheel.
