Proposed ban on car alarms

On GMTV this morning (the secrets out, i watch GMTV
) there was some bloke talking about a ban on car alarms. At first i wasn't paying attention so i don't know who he was but i think he was against the proposal.
Is this a genuine proposal by the government to ban car alarms because some bureaucrat got woken up once or twice? I've tried to see if there's anything on news websites but there's no mention of this.
If it is this is rediculous. Surely we have a right to protect our property and an alarm is not an unreasonable protection measure. Why don't they ban locking house's as well and give 'how to...' handouts to criminals.
