The judge said he was very familiar with the syndrome of what he called people who loiter on national roads and hold up traffic, adding that this was the sort of behaviour which caused accidents. He said that such drivers were a menace.
Judge Harnett said that either slow drivers enjoyed holding up other people or else they were incompetent or their cars were in poor condition.
