In today's budget

"Vehicle excise duty for diesel cars that do not meet latest standards to rise by one band in April 2018"

Does this mean that old smoker barges will jump up from the previously capped £305 will jump to £520?

Sky says it's only on first year VED on diesel cars registered after April 2018 that do not meet the latest standards.

BBC implies it's retrospective, so it's a bit confusing.

Assuming it means that vehicles currently in production that arent updated to run the new EURO standard will be increased when purchased.
