Gradual disintegration of public road signs - is it theft?

Having no faith in satnav... (neither of my cars so equipped are easy to input, produce anything reliable; while the phone's set on GoogleMaps but always refuses to talk) ...I still like to see signposts. Find that they help.
Only to notice the magnificently-clear & lettered, large signage which was once the proud hallmark of UK motoring - as compared to abroad - is frequently either overgrown by trees, covered in moss, or else disappearing panel by panel...
Out & about cycling, I also notice how their panels are usually attached to upright tubing only by a sort of glorified jubilee clip. Some of which often seem to have been loosened - surely the work of a suitable tool?
Preparatory acts towards detaching one of its aluminium panels, then its covert removal later? Delivery to a helpful scrap man, perhaps? The piecemeal destruction of a civilisation sure to follow - because I know of only two Roman-era milestones left in situ on any British road, for example.

On my SAC (2018) the tutor explained that terminal speed limit signs (The large diameter ones at the start), now only legally need to be on one side of the road (although the standard is to be on both sides). He explained that the 30, 40, 50 etc signs were being stolen for birthday bashes
