sleeping policemen!!

My (just 3 years old) car has failed its first MOT! Guess why?? The coil spring has gone and the garage asked me if there were any sleeping policemen in my area - why I asked? Because they incur a lot of damage to cars!!
This is the second car this has happened to in the last few years...
I don't drive over them fast, always slow down and do the right thing, but now it's going to cost me money...
Does anyone know whether/how I can claim damages from the local council?

You'd have to prove which bump it was. There are regulations relating to the size, but I'd bet they are within these.
Having just returned from Mexico and hit a few of their speed bumps I can attest to the fact that we've got it easy over here. Their have no markings at all (all worn out), you have to keep your eyes peeled. Anything more than 3mph means a rearranged front bumper. Saw a Van hit a Hyundai Atos because the car saw the bump and stopped to crawl over it, the van didn't. Poor little car. I hit 2 myself at 30ish mph in our rental car - oops. Luckily the scrapes were underneath and Hertz didn't notice (and there was my trying to work our why it looked to knackered with just 1000km on the clock when we picked it up). Driving at night is interesting out there...

Potholes, sleeping policemen, speed humps, thick ridges painted onto a 40mph section of road near where I live... Constant replacement of coil springs and suspension bushes... Who is responsible for all this crap on the roads and how to I get them to pay for the relentless monotony of damage that they're doing to my car?
