Does anyone know if its possible to trace the keeper of car from a number plate? Such as through the DVLA or anything? In order to make someone an offer for the plate, (if its still use)... The plate has definitely been issued by the DVLA and it would have been year 2000, so probably still in use.

I have heard that if you contact the DVLA they will tell you the registered keeper of a vehicle (on payment of a small fee) if you give them the registration mark. When I first heard this I was a bit surprised, as I didn't think they would divulge such information to private individuals. Anyhow, I haven't tried it so I can't be sure what happens. HTH.

Follow the link for the Vehicle enquiry that should tell you if it's still being used.

Then write to the DVLA for further advise.

hi guys
If the car was involved in a accident the dvla would advice you of the last registerd keeper for a lady (£5)

When I contacted them along the same lines,
for a Fiver they will contact the owner on your behalf
but I dont' think you have access to personal details/addresses

for details on plate/car though

that is a bit surprsing

because if someone gave bad road rage to someone.i.e. swore at them, and got someone really irritated , then that person could get the car regd, owners details, then go round to the house the next day and scratch or dent the owners car

The rule is that the info will be released if there is a valid reason for it to be done (for instance, if someone parks a car on your land and doesnt remove it and its been left there).

Many 'clamping' companies use this 'loophole' in order to send the balif round if you dont pay their fines. If you have a 'valid' reason for knowing the information they will release it. However, I dont think 'making them an offer for their plate' would be a valid reason. So you'd have to lie.

Lets not forget that now this (loophole) is also used by local authorities to issue Fixed penalty notices for littering, flytipping and parking fines.

The point is, this is only effective against the "innocent", not against those who want to avoid paying fines. Otherwise you'd use a rented mailbox address to register the car, or set up a company for "vehicle keeping services", or set up a company to lease the car to you, all of which could be used to effectively avoid of frustrate a large number of enforcement activities.
