Why would it not be good for you?
If you read the 4th paragraph, you can declare your cars as offroad - same as SORN for road tax????

well yeah, when they announced it on the radio, they had some guy who said he got done for driving without insurance, got a 3 year ban, then a month later got caught again, another 3 year ban... then 6 months later, 5 year ban.
He simply said, I dont have a license, why am i going to bother with insurance or MoT...

Just out of interest have a look into just fire and theft insurance (no need for third party if its not being driven. Its usually cheap as chips, just in case someone steals your car/parts from your garage/lockup or you get careless with a welder.

Only if it's SORNed. If it's never been registered then SORN is irrelevant. If it's registered as a road car but was taken off the road before the SORN system came in then it does not need to be SORNed. If it has been taken of the road since the SORN system came in then you would have received a notification of requirement to SORN and possibly a fine for not doing it.

I don't really see too much of a problem here other than tha fact that we'll be compelled to insure cars that are off the road.
I took one of my cars off the road over the winter. I insured it under a 'Laid up car' policy. These cover you for Fire, Theft and Accidental Damage but obviously not road risks. It usually works out to cost about £10 for every £1000 of insured value. These policies are for 12 months with no cancellation rebates, so if you put it back on the road and then take it off again a few months later, you can still cancel & claim a rebate on your normal road risks policy and the car will still be covered on your 12 month laid up policy.
But as I see it, these policies are just good sense unless you think you can afford to lose the car.
Plus, nobody's saying you need to have a normal road risks policy for a car that you are keeping off the road.
