Why not use quiet tarmac in the left lane and then move to noisier tarmac as you move from left to right to encourage people to move left into the quieter lanes and out of the overtaking lanes?

Clever eh?

Edited to add in response to a mate pointing out that a big saloon would be quieter in the outside lane than a sports car: doesn't matter, it's a relative noise levels from lane to lane that they will be comparing rather than the relative difference in noise levels from their car to your car.

jeez why not just allow undertaking and be done with it, the m25 seems to be a line of cars competing to stay as close to the central reservation as possible most of the bleeding time....
