The title of your post is wrong. This would get vehicles 15 years old tax exempt & I hate to say will never happen. This is copied from your link.

"Originally the Road Tax exemption was supposed to be after the vehicle was 25 years old, but this idea was quietly scrapped about 10 years ago. I'd like to see the cutoff date now moved forward 10 years."
